    Cherri Adair is an Environmental Scientist in the U.S. EPA Office of Research and Development, National Risk Management Laboratory, Ground Water and Ecosystem Restoration Division (GWERD), Subsurface Remediation Branch in Ada, Oklahoma. Her primary area of interest is conducting laboratory experiments on natural attenuation of BTEX compounds, fuel additives, and chlorinated solvents. She also provides field sampling support for an in-situ bioremediation of chlorinated solvents project. She received a B.S. in Biology from East Central University, Ada, OK, in 1996 and has worked for the U.S. EPA since 1999.

    Mahesh Albuquerque is the Director of the Colorado Division of Oil and Public Safety. His responsibilities include oversight of Colorado's Petroleum Storage Tank Programs - UST/AST Inspection, LUST Remediation, Reimbursement Fund, and Weights & Measures, as well as several Public Safety Programs including Explosives, Boilers and Pressure Vessels, Conveyances, and Amusement Rides and Devices. Joining the Division eleven years ago, he has served as the Program Manager for Division's Petroleum Inspection Section, overseeing the permitting, installation, registration, inspection, compliance and closure of UST's and AST's within Colorado. He was also responsible for ensuring state wide compliance with weights and measures laws and regulations related to petroleum products, alternative and renewable fuels and oversight of the states product quality laboratory. He has participated on EPA's Significant Operational Compliance and Secondary Containment workgroups to assist with the development of EPA guidance documents. In addition to other rulemaking, he has been responsible for revising Colorado's Petroleum Storage Tank Regulations to address the UST provisions of the Federal Energy Policy Act of 2005. Prior to joining the Division, he spent eight years in the private sector as an environmental consultant. He received his B.S. and M.S. degrees in Geology from the University of Bombay, and is a registered professional geologist.

ECS's expertise encompasses such areas as remediation, due diligence, energy conservation and claim reimbursement services. Mr. Alpine's responsibilities include providing corporate legal guidance to the company's 200+ employees as well as overseeing the company's state reimbursement claims management program. Prior to coming to ECS, Mr. Alpine worked for the Commonwealth of Massachusetts for seventeen years, the last twelve of which he served as Executive Director of the Massachusetts Underground Storage Tank Cleanup Fund. He served as co-chair of the State Fund Administrators Task Force.

    Dawn Anderson is currently an Environmental Protection Specialist with the Colorado Division of Oil and Public Safety (OPS). After moving to Colorado in 1998, she spent five years working for two environmental consulting companies. In 2004, she joined OPS where she continues to review reports relating to assessment and corrective actions for petroleum spills from regulated tanks. She was the team lead for the OPS modeling group for determining the validity of fate and transport models submitted for contaminants in soil and groundwater. She received her BS in geology from Central Michigan University in 1994 and attended Southern Illinois University for graduate work in geology with an emphasis in hydrogeology.

    Nick Athens is co-founder/owner of EcoVac Services, with over 28 years experience in the fields of remediation, environmental consulting, and oil & gas exploration and production. He has degrees in biology, chemistry, petroleum technology, as well as graduate coursework in hydrogeology. EcoVac Services is a 15 year old firm that is the world leader in mobile dual-phase/multiphase extraction (EFR(R)), having implemented this process at over 1,700 sites throughout the United States (40 states) and Puerto Rico.     Miles is the Brownfields and Economic Development Director for TBE Group in Clearwater Florida. Miles assists both public and private sector clients to facilitate the redevelopment of environmentally impaired and challenged properties. Miles has been involved with the development, management, and implementation of both Federal and State Brownfields programs for the last twelve years. He previously served as the City of Clearwater's Economic Development Programs Manager and Brownfields Coordinator and was responsible for the management of the EPA award winning Brownfields Program. Miles has assisted in obtaining and managing EPA Brownfields Assessment, Cleanup, Cleanup Revolving Loan Fund and EPA Job Training Grants for public sector clients.     Tom Beaulieu is Chief of UST Compliance Subsection with the New Hampshire Department of Environmental Services. He is responsible for managing all elements of the program including: inspector training, development of informational outreach guidance documents and fact sheets, engineering plan review and installation inspections, scheduling of operational compliance inspections, rule making, and enforcement. He has 45 years of experience with the Department of which twenty have been with the UST program. During the past four years he has overseen the development and implementation of a Personal Digital Assistant (PDA) operational compliance inspection program. The PDA has helped in the implementation and streamlining of the Federal Energy Policy Act requirement for UST Facility Inspections. He has been instrumental in establishing an enforcement program that incorporates uses of Administrative Orders, Administrative Fines, Field citations, State Financed Tank Removal and Delivery Prohibition.

    Kevin Beery has worked as a Geologist and Scientist for the Utah DEQ for the past 12 Years. He was also employed by the State of Georgia for 3 years prior to his appointment with Utah. He spent the previous 6 years as an Environmental Consultant for the Amoco and Texaco Oil Companies and also has a background in seismology and blast monitoring.     Jim Begley has 25 years of professional experience in the field of environmental science and engineering focused on hazardous waste site assessment and remediation in the United States and internationally.     George S. Bell, III is a Senior Counsel within the Law Enforcement and Special Prosecutions Division of the Tennessee Attorney General's Office. His practice areas include the enforcement of state and federal false claims acts and antitrust laws. He recently settled claims brought on behalf of the State against underground storage tank owners and operators under Tennessee's False Claims Act.     Channing Bennett is an Environmental Scientist with EPA's RCRA Underground Storage Tanks (RUST) Section in Region 4. He has worked in the RCRA permit and corrective action section as a specialist for 16 years. He presently serves as the Revitalization Coordinator for Petroleum Sites. He is responsible for coordination of efforts to assist federal, state and local governments and various community stakeholders to collaborate with the appropriate experts to identify resources available to assess, cleanup and revitalize petroleum contaminated properties. He was also a member of the National RCRA Revitalization Workgroup headed by EPA Headquarters Office of Solid Waste. He holds a Master's degree in Biology from Tennessee Technological University, Cookeville, TN and Bachelors' degree in Biology from Southern University, New Orleans, LA.

    William Benni is the founder of Improved Analysis through Modeling, located in Christiansburg Virginia. He has developed the Benni Source Modeling Approach over the past 17 years and applied it to numerous LNAPL and DNAPL sources at both small retail gas stations and large Superfund sites. The Approach has been verified with over $1,000,000 in field investigations. Recently, his expert testimony played a pivotal role in a successful litigation for plaintiffs injured from exposure to gas vapors at a former service station. He was graduated with highest honors from Rutgers University with a degree in chemical engineering and has completed his third year in the PhD. program at Virginia Tech.

    Randy Bettelyoun has over 15 years experience as an Underground Storage Tank (UST) Technician, as well as experience in UST compliance and Leaking Underground Storage Tank (LUST) Remediation. He works as the UST Program Manager for the Oglala Sioux Tribe and has an A.A. in Business and General Studies from the Oglala Lakota College. He received his certification in UST Removal Operations and Inspections through the Inter Tribal Council of Arizona. Since 1997, he oversaw the removal and cleanup of UST sites within Oglala reservation and has acquired not only classroom but also practical experience in the UST field. He also served in the Marine Corps from 1983 thru 1987.

    Charles "Chuck" Blanchard, P.E. is the regional engineering manager for GES's western region. He has over 19 years of experience designing remediation systems for contaminated water and soil. He has performed pilot testing, design and construction oversight, process design team coordination, electrical and controls design, and system operation, optimization, and troubleshooting.     Scott C. Boorse is the Energy and Petroleum Operations Manager at Wawa, Inc. Wawa, Inc. is a convenience store chain with more than 575 locations (280 with gas stations) in the mid-Atlantic region and sells more than 1.5B gallons of fuel annually. He was instrumental in the development and implementation of the Wawa Gasoline program and has over 20 years experience in the petroleum storage tank industry.     Governor Deval L. Patrick appointed Laurie Burt as Commissioner of the Massachusetts Department of Environmental Protection (MassDEP) in 2007. Ms. Burt has championed environmental, energy and public health issues, such as the Regional Greenhouse Gas Initiative (RGGI), innovative state climate action programs, a statewide integrated water management plan, the streamlining of environmental permits and wetlands appeals, the protection of drinking water resources through conservation and sustainable water management practices, the statewide goal of "zero waste" to maximize the recycling and reuse of solid wastes, and Brownfields redevelopment efforts. Ms. Burt serves on the RGGI Executive Committee and is Governor Patrick's environmental representative on the board of RGGI, Inc. Ms. Burt is also Governor Patrick's representative in leading the Low Carbon Fuel Standard (LCFS) initiative by eleven Northeast and Mid-Atlantic states. Ms. Burt is the Chair of the Ozone Transport Commission, a member of the Air Committee for the Environmental Council of States (ECOS), and a key member of the State Voice group, a coalition of state environmental commissioners working to support the development of federal legislation that capitalizes on the experience, success and full potential of state climate and clean energy programs. Ms. Burt is also chair of the Environment Committee of the New England Governors Conference (NEGC) and is a member of the board of directors of the Environmental Law Institute. She was formerly a partner at the law firm Foley Hoag, LLP of Boston and Washington, D.C., where she started the firm's Environmental Practice Group. Ms. Burt previously served as a Massachusetts Assistant Attorney General in environmental enforcement, and more recently as Vice President of the Boston Bar Association.

    Keith Cannon is a founding partner of Custom Environmental Insurance (CEI). CEI is a leading storage tank wholesale brokerage company that provides storage tank pollution insurance and has underwriting authority for two of the largest insurance companies. Mr. Cannon has over 30 years in the insurance industry, with 20 years devoted to environmental impairment liability insurance. He developed one of the original storage tank pollution insurance products/program still being used today, and has also developed and managed environmental agency divisions for various regional and national insurance brokerage firms. Keith earned the Associate in Risk Management (ARM) designation in 1990 and has a B.S. in safety engineering (with a minor in chemistry) from Indiana State University.

    Mr. Joe Carvitti is a civil/environmental engineer at Battelle Memorial Institute in Columbus, OH and has worked with environmental issues for over 30 years. Having held previous positions in industry and as an environmental consultant, his work experience has involved him in various environmental aspects related to production, use, and storage of conventional, synthetic, and biofuels, as well as design, construction, operation, and testing of equipment and monitoring systems for energy production and applications. Currently he is performing research for the U.S. EPA on determining the operability of underground storage tank leak detection equipment when used with biofuels.     David Chambers has been a Section Supervisor within the Nebraska Department of Environmental Quality overseeing petroleum cleanups since 1988.     Rick Chapman is a Sr. Product Quality Advisor, working in BP's Global Fuels Technology group. He has worked for BP for just under 30 years, with the last 18 being involved in BP's Product Quality team, helping to assure the quality of downstream fuel products. Prior to his current position, Rick worked at BP's Marcus Hook (Philadelphia) refinery as Operations Supervisor and also in BP Research as a chemist. Rick's main area of expertise is in fuel filtration, cleanliness and contamination issues. He is BP's primary investigator for resolving fuel related field problems. Additional duties include teaching others about diesel and gasoline fuel quality as well as being a mentor to younger BP employees. He is active in ASTM, holding the Stability & Cleanliness of Liquid Fuels Subcommittee14 voting rights for BP and is also active in other industry organizations. Over the last several years he has published and presented papers at numerous industry events and has recently served on the API sponsored ULSD Corrosion Task Force. Rick has just completed a 3 month assignment serving in the Gulf of Mexico for the oil spill response team. Rick holds a BS in Chemistry from Rowan University.

    Mr. Chapman began his career in the world of petroleum investigations and cleanups in 1990 at the South Carolina Department of Health and Environmental Control (SCDHEC). In 1993, he was hired by the Petroleum Remediation Program in the Northern Regional Office of the Virginia DEQ. His caseload ranges between home heating oil cases, commercial service stations, and large bulk storage terminals. Over the years, he has also made numerous presentations at Regional and National EPA conferences. Mr. Chapman is a graduate of Clemson University.

    Dan Crawford currently serves as the Environmental Supervisor for Murphy Oil USA. His current responsibilities include managing pre-acquisition site due diligence evaluations and directing site assessment/remediation efforts for all Murphy retail gas stations. In January 2007, he was appointed by the Governor of Arkansas to serve on the ADEQ RST Board. After five years as a petroleum geologist, he has worked in the environmental industry for 24 years as a regulator, consultant, business owner and private industry manager. During his career he has performed or managed soil and groundwater site assessments, remedial investigation, feasibility study and remediation systems projects involving the Superfund, RCRA programs as well as conducted fault delineation, groundwater quality and aquifer exploration studies.     Mr. Demko is a registered professional geologist with 30 years experience in the field of the assessment and remediation of soil and groundwater involving a diverse array of organic and inorganic contaminants. Mr. Demko's experience in both unconsolidated and bedrock environments, under both catastrophic and time release conditions, has produced an understanding of the dynamics of both hydrocarbon and inorganic releases in the environment. This understanding coupled with interpretations of site-specific data allows for the development of site-specific conceptual models that describe the risks posed by the impacts and outline the architecture for remedial program design and implementation. Most recently, Mr. Demko is involved in the Marcellus Shale play, consulting to resolve water supply development and drilling waste disposal issues for industry.

    George E. DeVaull, Ph.D. is a Senior Consultant at Shell Global Solutions, with experience in applied methods of measuring, estimating, and modeling chemical fate and transport in the environment. He has developed several methods for modeling and parameterizing soil vapor emissions, including vapor intrusion to indoor air, and has also developed and applied varied risk assessment methods in site remediation decisions.

    Stephen Dyment is a chemist with more than 17 years experience including 4 years in a commercial analytical laboratory and 8 years in environmental consulting. He joined EPA in 2005 with a focus towards enhancing acceptance and use of emerging analytical technologies, sampling strategies, and remediation approaches. His perspective draws upon years of practical laboratory and field experience to apply EPA's Triad approach at sites in Superfund, Brownfields, RCRA, UST and State programs. Mr. Dyment's efforts have resulted in the development of numerous EPA case studies, profiles, and training courses that outline successful strategies for the use and understanding of collaborative data sets, adaptive QC programs, and real time analytics. The resulting targeted high resolution information improves the conceptual site model and uses scale appropriate measurements to optimize remedy design effectiveness and facilitate the application of green and sustainable remediation approaches. He provides project-specific support for sites through the Brownfield and Superfund technical support centers (http://www.brownfieldstsc.org/request_support.cfm) and teaches classes on sampling design, x-ray fluorescence, Triad and other technical subjects (see http://www.trainx.org/ ) Mr. Dyment holds a B.S. in Environmental Science/Toxicology from the University of Massachusetts at Amherst.

    Mr. Kenneth Earnest is currently the principal at Kadence Consultants, Inc, a nationwide environmental consulting firm. He has over 20 years of experience in both consulting and industry, ranging from compliance issues to design and installation of remediation systems to expert witness testimony. He is a graduate of San Diego State University with a Bachelors degree in geological sciences and is a professional geologist and is licensed to do work in AR, CA, DE, FL, IL, IN, KS, MO, NC, OK, SC, TN, TX and VA.

    Joie Folkers has worked in the technical and marketing sectors of the composite pipe industry since 1975 and has been awarded ten U. S. patents for various fiberglass pipe and joint designs, along with patents for both pressurized and non-pressurized continuous monitoring systems. He has been a member of the UL 971 Standards Technical Panel since its inception and has also served on similar committees in the Oilfield, Marine, Offshore and Industrial sectors. He has a Bachelor of Science Degree in Mechanical Engineering from Northwestern University.

    After receiving his MS in Geology from Michigan State University in 1982, Mr. Fox worked with a major oil and gas firm as a petroleum geologist. Subsequently, over the next 20 years he worked successively with three environmental consulting firms assessing and remediating petroleum storage tank releases in Colorado and many Midwest and Western states. He has held professional geologist certifications in four states. Upon joining the Colorado OPS three years ago, his skills were directed to reviewing corrective action plans for technical and economic feasibility.

    Ellen launched the USEPA-funded LUSTLine publication in 1985 while an employee of the NEIWPCC and has continued to produce it as a consultant to NEIWPCC. She is a partner with Enosis?The Environmental Outreach Group, which provides environmental outreach services to state and federal environmental agencies and environmental organizations. Since 1976, she has written and produced multi-media and print materials on such subjects as underground storage tanks, watershed protection, water supply, air quality, risk assessment/risk management, waste oil, wastewater treatment, pollution prevention, sludge and septage management, and hazardous waste.
