    The State Water Resources Control Board (State Water Board) is the lead state agency in California for the Underground Storage Tank (UST) leak prevention, cleanup, enforcement, and Cleanup Fund programs. The leak prevention program is administered by roughly 100 local agencies (mainly county environmental health and city fire) and consists of approximately 37,000 tanks at 15,000 facilities. The leak cleanup program is administered by both local agencies and Regional Water Quality Control Boards (field offices of the State Water Board), and consists of 45,000 leak sites, of which 32,000 are closed and 13,000 are open. The Cleanup Fund is administered by the State Water Board and generates $230 million in annual revenue from a petroleum storage fee. As of the end of the fiscal year ended June 30, 2008, the Fund had reimbursed 60,364 claims totaling $2.41 billion since 1992 and has 4,291 active claims, which may be eligible for a maximum of $1.5 million each.
