    Scott is co-founder of Remediation Products, Inc (RPI). He and his business partner, Bob Elliott, were issued a U.S. Patent in 2004 for their Trap & Treat BOS 100 and BOS 200 in situ remediation products. The company has enjoyed exponential growth due to an extraordinary amount of repeat business generated by unprecedented cleanup success rates at LUST and other sites in North America. Scott has three decades of environmental and in situ remediation experience which led to the development of these remarkable products. Prior to starting RPI, Mr. Noland focused his efforts on innovative, remediation-specific site investigations and hands on experience with nearly all of the in situ technologies available prior to the invention of Trap & Treat. Scott has a compelling message and an exciting set of "new" ideas to share.

    Dennis Oberdove President -Tank Integrity Services, Inc. Mr. Oberdove founded Tank Integrity Services, Inc. (TIS) in 1986. Prior to TIS, Mr. Oberdove worked on aviation fueling systems in the US Navy. After receiving an honorable discharged he was employed in the major oil industry working with underground and aboveground petroleum systems. Mr. Oberdove has also worked offshore refurbishing the support structures on process platforms with cathodic protection systems. Mr. Oberdove is a state certified instructor for Stage II vapor recovery training and a Steel Tank Institute (STI) inspector for aboveground storage tanks. He is also a certified UST installer and has multiple certifications for Precision tank and line tightness testing. Mr. Oberdove also serves as a Board Member of the Ohio Petroleum Contractors Association.

    MARCO M. ODAH, Ph.D., P.E. is a principal engineer and founder of Accelerated Remediation Technologies, LLP. based in Overland Park, Kansas. Dr. Odah developed and patented the ART In-Well technologies for in-situ remediation of soil and groundwater. He has installed the ART Technologies at more than 350 locations worldwide. Dr. Odah has more than twenty years of experience in designing and implementing soil and groundwater remedial technologies. Dr. Odah earned his Ph.D. at the University of Missouri/Kansas City and his M.S. and B.S. in civil engineering at the University of Kansas. He is a registered professional engineer in several states.     Dr. Say Kee Ong is a professor with the Department of Civil, Construction and Environmental Engineering at Iowa State University. He received his Ph.D. in environmental engineering from Cornell University and a master’s degree from Vanderbilt University. Prior to joining Iowa State University, Dr. Ong worked for several years with Battelle Memorial Institute in the development of remedial technologies for contaminated sites and treatment technologies for industrial wastewater and hazardous wastes. Current research include fate and transport of pollutants in engineered and natural systems, development of compact biological treatment processes for hazardous waste and industrial wastewater, and site remediation technologies.

    Ron Poltak has served as the executive director of the New England Interstate Water Pollution Control Commission since 1983. Under his leadership, the Commission has dramatically increased its activities related to water quality, wastewater treatment, drinking water, and training, and expanded its focus to include issues such as nonpoint source pollution, underground storage tanks, and new threats like mercury. Before joining NEIWPCC, Ron served as the director of the New Hampshire Division of Parks and Recreation. He also spent 15 years with the New Hampshire Governor’s Office in various senior environmental positions. In total, Ron has spent more than 30 years in environmental policy development and implementation. In May 2006, he received an EPA Lifetime Achievement Merit Award, which honors individuals who have shown particular ingenuity and commitment in their efforts to preserve the environment.

    Jennifer Pruett received her B.A. from Yale and her J.D. from the University of New Mexico (“UNM”). She was Assistant General Counsel and Special Assistant Attorney General for the New Mexico Environment Department (“NMED”) for six years and helped create the state’s underground storage tank regulatory program. From 1990 until 2006, Ms. Pruett was a sole practitioner, working primarily in the area of environmental law. She taught several environmental law courses as an Adjunct Professor at the UNM School of Law, provided contract litigation services for several law firms in Albuquerque and Santa Fe, and was a contract Hearing Officer for NMED. Since September 2006, she has been the Tank Fee Manager for NMED’s Petroleum Storage Tank Bureau, directing its delinquent tank fee collection project.

    Since 1979, Mr. Stephen Purpora has worked extensively in all areas of underground storage tank, line, and leak detector testing and training, as well as vapor recovery, helium leak pin pointing and cathodic protection inspections. His experience includes over 20 years of field testing and consulting for the petroleum testing industry. Mr. Purpora currently travels extensively throughout the world, training and certifying test technicians on the fundamental and practical applications of testing and troubleshooting underground storage tanks, product piping and vapor recovery systems. In early 2002, Mr. Purpora assumed the position of President of Protanic, Inc. and Purpora Engineering, LLC as well becoming a founding member of Petroleum Tank Training Institute which partnered with PEI on PEI Learning Center, the on line operator training.

    John E. Reese is Fuels Product Management Advisor, US with Shell Oil Products US (SOPUS). In that role, he manages SOPUS's participation in state and federal fuels regulatory initiatives. Prior to joining SOPUS, Mr. Reese spent ten years as an attorney with the American Petroleum Institute (API), where he concentrated on fuels issues. While at API, Mr. Reese participated in legislative activities, rulemakings, and litigation concerning reformulated gasoline, low sulfur gasoline and diesel, mobile source air toxics, oxygenates, and numerous state fuels issues. Mr. Reese has a law degree from Catholic University, a Master of Arts degree from the College of William and Mary, and a Bachelor of Science degree from George Mason University.

    Robert Reynolds, president of Downstream Alternatives, Inc (DAI), has served as the Renewable Fuels Association’s Technical Consultant for 20 years. Founded in 1986, DAI provides consultation services to a variety of industry and government clients with fuel related interests. Mr. Reynolds’ has been engaged in numerous projects involving fuel blending, product quality assurance, transportation/logistics, and terminal operations. Mr. Reynolds has authored numerous papers on a variety of fuel related topics as well as detailed studies on ethanol transportation and logistics. Mr. Reynolds’ transportation fuels career spans thirty years and he is widely recognized as an expert on ethanol including its transportation, and infrastructure requirements as well as specifications and properties. Mr. Reynolds is a member of the Society of Automotive Engineers (SAE) and the American Society for Testing and Materials (ASTM), serving on subcommittee D.02A on gasoline. He is a member of the National Conference on Weights & Measures, serving on its petroleum subcommittee, and has also been appointed to various state government work groups on fuel related issues.

    Dr. Ileana A.L. Rhodes is a Principal Scientist/Team Lead at Shell Global Solutions (US). Her areas of expertise include sampling and analysis of soil, sediments, water and groundwater for environmentally significant compounds; characterization and fingerprinting of petroleum and petroleum products in free phase and in environmental samples; sampling and analysis of hazardous air pollutants in process streams; field methods to expedite site assessment and remediation; regulatory consulting on analytical issues and litigation support.     Professor Robbins is well known for his work on MTBE and Expedited Site Assessment. Often called the Professional's Professor for his practical research and down to earth perspective, he is currently working on several UST related projects including: investigating infiltration beneath the asphalt, evaluating the dissipation rate of MTBE in ground water at service station sites following its ban from gasoline, subsurface vapor releases, and compliance monitoring. Author of the award winning software, Expedited Site Assessment: The CD, Dr. Robbins is currently working on new educational software entitled, Virtual Ground Water Academy. The software embodies his practical hands-on philosophy bringing "Education through Simulation" to the forefront of education in Hydrogeology.

    Tim Roberts is an Environmental Protection Specialist in EPA's Office of Underground Storage Tanks. Tim came to OUST from EPA's Office of Pesticide Programs shortly after the enactment of the Energy Policy Act of 2005. Tim primarily works on guideline development and interpretation of the Energy Policy Act, including developing guidelines for secondary containment, operator training, and inspections. He is also the policy lead for the delivery prohibition provisions of the Act.

    David Robinett is the Coordinator for the AST/UST compliance and inspection program at the Valley Regional Office of the Virginia Department of Environmental Quality (DEQ) in Harrisonburg, VA. He holds a B.A. in Management from Virginia Tech and began his environmental career by traveling the East Coast performing tightness testing on USTs. After four years inspecting vapor recovery systems, Dave switched from performing air inspections to resolving AST/UST compliance issues. He has worked for the Department for 11 years and has a passion for enforcement and anything related to fluid handling systems. He has attended the Appalachian Short Course on Corrosion and maintains a cathodic protection tester certification from STI.

    Warren Rogers is Founder and President of Warren Rogers Associates in Middletown, RI. He has been involved in Storage Tank issues since the early 1980's and led the development of the PetroNetwork S3 Continual Reconciliation System for real-time system diagnostics and ongoing monitoring of tanks and lines at Storage Tank Sites. A former naval aviator, Warren is a named inventor for eight US and International patents for Fuel Management applications.     Cliff Rothenstein has served as the Director of EPA’s Office of Underground Storage Tanks (OUST) since 2000. OUST’s primary mission is to help ensure that the nation’s 640,000 active underground storage tanks operate safely, are in compliance with federal requirements, petroleum releases are properly cleaned up and abandoned sites are cleaned up and reused. In 2005, major program changes occurred with the passage of the Energy Policy Act. Mr. Rothenstein’s staff has been leading the Agency’s effort to ensure all of the new milestones and requirements under the Energy Policy Act are achieved. In 1997, three years prior to being named Director of the Office of Underground Storage Tanks, Mr. Rothenstein was appointed as EPA’s Deputy Assistant Administrator for the Office of Solid Waste and Emergency Response. Mr. Rothenstein’s key accomplishments include: developing EPA’s position and strategies for Superfund, Brownfields, solid and hazardous waste, and underground storage tank legislation and the Agency’s regulatory agenda. Mr. Rothenstein also served as the Agency’s chief negotiator on Superfund and solid and hazardous waste legislation, and directed the Administration’s Congressional negotiating teams. Prior to joining EPA as Deputy Assistant Administrator, Mr. Rothenstein was a senior advisor to Senator Baucus on the Senate Environment and Public Works Committee. Among the highlights of Mr. Rothenstein’s career on Capitol Hill include working on the 1990 Clean Air Act Amendments, the Federal Facilities Compliance Act, the Pollution Prevention Act, the Resource Conservation and Recovery Act, and Brownfields and Superfund. He also worked on recycling, community right-to-know issues, regulatory reform and unfunded mandates legislation. For ten years prior to his time working for Senator Baucus, Mr. Rothenstein specialized in EPA’s economic and regulatory analysis, preparing detailed studies on the impact of major solid and hazardous waste regulations and reports to Congress on mining and oil and gas wastes. Mr. Rothenstein is a former appointed member of the Montgomery County Solid Waste Advisory Committee and holds a Masters Degree in Public Administration from the University of Washington, and a Bachelor of Arts Degree in Political Science from the University of California at Davis.

    Dennis D. Rounds Dennis D. Rounds is the Executive Director of the South Dakota Office of Risk Management and the Public Entity Pool for Liability. He also serves as Director of the Petroleum Release Compensation Fund. He holds a Master of Science degree in Civil Engineering from the South Dakota School of Mines and Technology. Mr. Rounds has 25 years of experience as a financial assurance fund administrator and as an environmental engineer, including work in private consulting and with state and federal agencies. He has spoken on environmental risk at numerous national and international conferences. He is an active member of ASTM International and chairs ASTM subcommittee E50.04 on environmental corrective action. He was recently appointed as Chairman of the ASTM Committee on Standards, which oversees procedural requirements and due process. Through ASTM, he headed up the task group that wrote the Risk-Based Corrective Action Standard, which is now under various phases of implementation in over 40 states.

    Bill Rule has been Montana’s UST Program Manager for seven years after a year and a half with the state’s Petroleum Fund. In that time he guided the implementation of Montana’s third-party inspection program with a delivery prohibition component. He was a member of EPA’s web-based Inspector Training Workgroup and has helped develop the draft Energy Bill guidelines for Operator Training. With Ben Thomas Associates he helped design the nationally acclaimed TankHelper operator training. Bill is a proud graduate of a one-room country school and Montana State University. He’s been a ranch kid, a builder and a retailer.

    Sheldon Schall is Chief of the Storage Tank Regulation Section in the Wisconsin Department of Commerce. Sheldon, has been involved with fire safety and environmental protection since 1974 as a fire chief, hazardous material emergency response instructor, consultant, and regulatory official. He has been with the Wisconsin storage tank regulatory program since 1988. Presently, Mr. Schall has oversight of the storage tank administrative code technical requirements, the Department of Commerce petroleum product inspection program, the storage tank inspection program, and contractor certification.

    Craig Schroer works for the Indiana Department of Environmental (IDEM) as the Leaking UST Section Chief. Craig has 25 years of environmental management experience in local and state government. For the past 20 years, he managed four separate environmental response programs at IDEM programs including Emergency Response, State Cleanup, Voluntary Remediation and Leaking UST programs. He became the Leaking UST Section Chief in 1998. After receiving a Bachelor of Arts degree in Biology from Wabash College, he attended Indiana University where he received a Master of Science degree in Environmental Science. In addition, he is a Certified Hazardous Materials Manager.

    Michael Sexton currently manages the Petroleum and Pollution Response Programs for the Virginia Department of Environmental Quality’s (DEQ’s) South Central Regional Office (SCRO). He has a BS and MS in Civil Engineering from Virginia Polytechnic Institute and State University (VPI&SU).     Scott Sherman is the EPA Associate Assistant Administrator for the Office of Solid Waste and Emergency Response. In this capacity, he focuses on policy development and implementation of the nation's hazardous and solid waste programs and cleanup initiatives, including Superfund, RCRA, Emergency Management, Federal Facilities, Brownfields, USTs, and Land Revitalization. Before his appointment as Associate Assistant Administrator, Scott was the Agency's Associate General Counsel for Solid Waste and Emergency Response, where he managed the Solid Waste and Emergency Response division of the EPA Office of General Counsel. Scott previously served as a Special Assistant Attorney General for the State of Texas and as a senior legal and policy advisor to Texas state energy and environmental commissioners. He is a member of the adjunct faculty of Johns Hopkins University, where he teaches environmental issues in real estate. Scott received his B.A. with Highest Honors from the University of Texas and his J.D. cum laude from Harvard Law School. He also holds an M.S. in Real Estate from Johns Hopkins University, where his research focused on the cleanup and redevelopment of brownfield properties.

    Matthew C. Small, R.G., Ph.D. B.S. in Geology from California State University Hayward, Ph.D. in civil and environmental engineering U.C. Matt has worked as a hydrogeologist for over 18 years in both private consulting and the public sector on numerous cleanups ranging from underground storage tanks to superfund sites. Matt is currently working as a hydrogeologist for U.S. EPA Office of Underground Storage Tanks, Region 9 in San Francisco, California.     Roy's research interests surround investigations of pactices to prevent and remediate nonpoint agrochemical contamination using state-of-the-art-methods and stable isotope tracers. He has over 100 publications in the field. His latest interests surround the impact of the increased grain-ethanol production on the regional groundwater. Roy also is a principal at Hydro-Trace Incorporated, a groundwater consulting firm. His company's research is active in volatile organic compound remediation, point source remediation of urea, and ammonia (above ground) and contaminant assessments. Stanley received his B.S. degree in Geology with an emphasis in Engineering from North Carolina State University in 1979. He has been employed by Shell Oil Company and various subsidiary companies since graduation. Currently, Curt is employed by Shell Global Solutions which is the technical arm of Shell’s worldwide operations. In addition to his advanced geologic training at Shell, he has participated in advanced hydrogeologic courses at the University of Wisconsin and the University of Waterloo. As the Global Discipline Lead for R&D and Advocacy, Curt coordinates global R&D/Advocacy efforts and provides technical support to the various organizations within Shell such as Manufacturing (Refining and Chemical), Retail, Distribution, Pipeline, Waste Sites, and Exploration and Production, and Legal. He has conducted or supervised subsurface investigations and remedial action at over 500 locations in 43 states (and several countries). Curt is certified through the NGWA as a Certified Ground Water Professional and through AIPG as a Certified Professional Geological Scientist. In addition, Curt is a licensed geologist in North Carolina and Texas. He is also an EPA Peer Reviewer and is the chairman of API's Soil/Groundwater Technical Task Force.     Mr. Swanson, a licensed attorney at law, is currently the Program Manager for the Underground Storage Tank Management Program of the Environmental Protection Division in the Georgia Department of Natural Resources. In that capacity he oversees all compliance and enforcement; cleanup issues and state fund matters concerning underground storage tanks in Georgia. Prior to his current position, he served as the Legal Assistant to the Land Protection Branch and as Manager of the Georgia Underground Storage Tank Trust Fund, an EPA approved financial assurance mechanism for the tank program which he currently manages. As Legal Assistant to the Land Protection Branch, a position which he still holds, he has offered assistance and advice to the branch chief in matters dealing with solid waste handling facilities, underground storage tanks, surface mining and lead-based paint and asbestos programs. He joined the Underground Storage Tank Management Program as the Legal Assistant in June 1990 and has served the Program in various capacities regarding the Trust Fund in addition to being Legal Assistant. He serves with the Association of State and Territorial Solid Waste Management Officials as the chair of the Tanks Subcommittee and as chair of the Financial Assurance Work Group.

    David Terry, Program Director, MA DEP Drinking Water Program David Terry has been the Program Director for the Massachusetts Department of Environmental Protection's Drinking Water Program since 1990. In this capacity, he is responsible for the oversight of all aspects of the Safe Drinking Water Act including the Underground Injection Control Program (UIC), the Source Water Protection Program, the Water Allocation Program, and coordination of security and emergency planning activities. He was previously the Assistant Program Director, and before that, the Manager of the Water Supply Planning and Development Section responsible for the development of both well head protection and water supply allocation programs. Mr. Terry is past President of the Ground Water Protection Council and has been on the GWPC's Board of Directors since 1993.     Leland Tong serves as Vice President for MARC-IV Consulting. The Michigan storage tank program also regulates above-ground storage tanks containing flammable and combustible liquids, liquefied petroleum gases (LPG) storage and dispensing, compressed natural gas (CNG) storage and dispensing, and liquefied and gaseous hydrogen storage and dispensing.
