    Mark R. Adamski, PG is a Technical Specialist and Environmental Business Manager with BP America where he conducts BP and API research in the occurrence and behavior of LNAPL in the subsurface. He has conducted research on this topic for eight years within BP and conducted, analyzed, and modeled LNAPL distribution and recovery at BP sites worldwide. As a result of this experience he has presented at conferences, seminars, and workshops internationally for the last five years. He has been involved with the development of landmark regulatory LNAPL guidance documents developed by the State of Texas and the US EPA. His primary areas of current LNAPL study are site characterization techniques, residual saturation, plume migration, and recovery techniques. Mark has worked in modeling fluid migration in porous media throughout his 14 year career with BP. He holds a BS in Geological Engineering and a MS in Hydrogeology. Mark is currently located in the BP office at Westlake in Houston.

    Mahesh Albuquerque is the Program Manager for the Field Inspection Section of the Colorado Division of Oil and Public Safety. He oversees the permitting, installation, registration, inspection, compliance and closure of UST's and AST's within Colorado. He is also responsible for ensuring state wide compliance with weights and measures laws and regulations related to petroleum products, and oversees the states product quality laboratory. Mahesh has participated on EPA's Significant Operational Compliance and Secondary Containment workgroups to assist with the development of guidance documents. Prior to joining the Division of Oil and Public Safety in 1999, he spent eight years in the private sector as an environmental consultant. Mahesh received his B.S. and M.S. degrees from the University of Bombay, and is a registered professional geologist.

    During the more than 20 years with USEPA, Mr. Anzzolin has been involved with the underground injection control, source water and drinking water programs all under the SDWA. The last few years he has been responsible for developing geospatial tools(GIS)and analyses for the protection of drinking water from many different contaminant risks. The current work with the Office of Underground Storage Tanks is a collaborative effort between the two offices to better target inspections of tank facilities and provide more effective protection of drinking water supplies. Mr. Anzzolin holds degrees in geology and environmental engineering.

    Scott Bacon is a Sanitary Engineering Associate with the California State Water Resources Control Board. He has worked in California's UST Leak Prevention program for 6 years, helping to implement progressive environmental requirements such as periodic secondary containment testing, operator certification, and continuous vacuum/pressure interstitial monitoring. Scott has been a member of the National Work Group on Leak Detection Evaluations since 2003.

    Current Position: Director of Engineering, South Dakota Petroleum Release Compensation Fund. Education: Bachelor of Science degree in Geological Engineering from the South Dakota School of Mines. Experience: About 20 years of experience including 7 years as a private consultant, 3 years as a state regulator on surface water issues, and 10 years with the Petroleum Release Fund. Major areas of experience have been in: • Emergency spill response; • Site assessment and risk evaluation; • Remediation of soil and groundwater; • Controlling and reimbursing costs associated with corrective action at petroleum release sites; and • Cost recovery for negligent design, installation, and manufacturing.

    Jim Barker holds a Ph D from the University of Waterloo where he has been a faculty member in the Earth Sciences Department since 1979. He was Department Chair for 2000 – 2003. Dr. Barker’s research has concentrated on the migration, fate, and remediation of organic contaminants in groundwater. Petroleum hydrocarbons (including MTBE and alcohols), coal tar creosote organics and other industrial chemicals have been emphasized. Current research emphasises the impact of ethanol fuels on groundwater quality and in situ remediation for spills of gasohol. Also, research in underway into the groundwater migration, fate and remediation of a variety of chemicals of concern in the Oil Sands industry in Canada.

    Judy Barrows has worked in EPA's Office of Underground Storage Tanks (OUST) since 1993. Ms. Barrows was selected as Chief of OUST's Communications and Program Management Branch where she served until 1995 when she was named as Senior Leader of Program Management. In 1998, Ms. Barrows was selected as the Director of the Implementation Division for the Leaking Underground Storage Tank Program. This division is responsible for providing technical assistant and oversight for the Leaking Underground Storage Tank Program, including promoting the reuse of abandoned gas stations. Ms. Barrows started her career at EPA in 1986, working for the Program Evaluation Division in EPA's policy office and then the Wetlands Division in the Office of Water. During her tenure at EPA she went on assignment to the Office of Management and Budget and the American Petroleum Institute. She also has international environmental experience in Kenya and Jamaica. Ms. Barrows was born in the Virgin Islands and was raised in Washington D.C. She received her Bachelor of Arts degree in Geography and Master of Arts degree in Environmental Affairs with emphasis in International Affairs, both from Clark University. Ms. Barrows is lives in Washington, D.C. with her husband John and their two sons.

    Employed in the State Fire Marshal's Code Compliance and Enforcement Unit since 1998. Serving the past three years as the Unit supervisor Responsible for uniform enforcement of the state's fire code, and fire laws throught the state, and providing compliance and enforcement assistance to local fire departments and the regulated community. In addition to underground storage tanks, the Fire Marshal's Office is responsible for enforcing regulations related to explosives, fireworks, fire protection systems, hazardous materials storage, LP-gas, and a variety of other areas.

    Tom Beaulieu is Chief of UST Compliance Subsection with the New Hampshire Department of Environmental Services. Tom is responsible for managing all elements of the program including: inspector training, development of informational outreach guidance documents and fact sheets, engineering plan review and installation inspections, scheduling of operational compliance inspections, rule making, and enforcement. He has 34 years of experience with the Department of which sixteen have been with the UST program. During the past year and a half he has also been overseeing the development and implementation of a Personal Digital Assistant (PDA) operational compliance inspection program. This allows the inspectors to download facility information from the ORACLE database to a PDA, input on-site compliance information, print a compliance deficiency report for the owner/operator, return to the office and wirelessly upload the information to the database. This effectively eliminated office paper work and allows additional time for the inspectors to be in the field.

    Dave is currently the manager of the Tanks Program for Western Oregon. He has been with the Oregon Department of Environmental Quality as a compliance inspector, cleanup project manager and program manager since 1994. Dave began his experience with underground storage tanks in 1989 drafting regulations and implementing the new program for the Alaska Department of Environmental Conservation. He currently is a member of the ASTSWMO LUST Task Force and International Code Council UST/AST Exam Development Committee.

    Therron Blatter is the Program Manager for the Underground Storage Tank Section of the Utah Department of Environmental Quality. In this capacity, he is responsible for oversight of UST installation, permitting, closure, compliance inspections, and enforcement throughout Utah. He has been involved in Utah UST program for the past 15 years, eight as field inspector and the last seven as program manager. Therron is currently a member of the ASTSWMO UST Taskforce. He received his B.S and M.S. in geology from Brigham Young University.

    Laura Chaddock is the Chief of the UST Leak Prevention Unit with the California State Water Resources Control Board (SWRCB). Ms. Chaddock has been involved in the implementation and development of California's UST Program for the past 12 years; 5 years as a lead local agency field inspector, 5 years for the UST Leak Prevention Unit, and the last 2 years as Chief of the UST Leak Prevention Unit. In addition, Ms. Chaddock serves on a number of technical committees including Underwriters Laboratories Standards 971, 58, 1316, 1746 and Petroleum Equipment Institute Recommended Practice 900.

    Randall J. Charbeneau, Ph.D, P.E., is Professor of Civil Engineering and Associate Dean for Research in the College of Engineering at the University of Texas at Austin, where he has been on the faculty since 1978. His research interests include groundwater hydraulics, subsurface contamination and remediation, and stormwater management. Through his previous work he helped develop EPA's Hydrocarbon Spill Screening Model (HSSM) and he has developed the API LNAPL Distribution and Recovery Model (LDRM).

    Jim Clemenson has been with the US EPA, Region VII Underground Storage Tank (UST) Program since 1987 as the Missouri State UST/LUST Program Coordinator and currently as a Compliance Officer specializing in UST Operational Compliance. Jim is a member of the EPA National UST Inspection Task Force. Jim has previously been employed with the US Army Corps of Engineers, as District Geologist, Rock Island District, and as District Geologist, King Khalid Military City, Al Batin, Saudi Arabia; Senior Geologist with Shive-Hattery and Associates Consulting Engineers in Iowa, and the Soils and Geology Technologist with the Missouri State Highway Department. Jim, a registered geologist in the States of Missouri and Arkansas, has a B.S. degree in Geology from the University of Missouri-Kansas City. His primary expertise is Environmental and Geotechnical Engineering.

    Brian Cross currently works for the Florida Department of Environmental Protection as the attorney for the Bureau of Petroleum Storage Systems. Prior to taking this position, he worked for the Deparment as an attorney for the Industrial and Domestic Wastewater Section concentrating in rulemaking and NPDES issues. Since 1976, she has worked for the states of California, Arizona and Utah in hydrologic investigations and petroleum remediation.     Kate Dobson-Parks is the Product Line Manager for AIG Environmental’s Storage Tank Liability and Cleanup insurance program, and is based out of AIG’s Toronto office.     Joe Drosendahl is the Manager of the Corrective Action Section of the Tank Programs Division at the Arizona Department of Environmental Quality. His section is responsible for overseeing corrective actions performed at leaking UST (LUST) sites throughout Arizona. Joe has been with the Arizona UST Program for 20 years, starting as an intern and working his way up to Section Manager. He received his B.S. degree in geology from State University of New York College at Cortland and his M.S. degree in geology from Arizona State University.

    Jim Drummond is an attorney in EPA’s Office of General Counsel, Civil Rights and Finance Law Office. He handles financial assistance and appropriations law issues. Mr. Drummond came to OGC from EPA’s Suspension and Debarment program in 1996. Prior to coming to EPA in 1992, he was the Debarment Official for the General Services Administration. Jim entered Federal service in 1979 as a Presidential Management Intern. He has a law degree from Catholic University, a Masters in Public Administration from the University of Memphis, and received his undergraduate degree from Rhodes College. Mr. Drummond is a member of the Maryland Bar.

    Dan Eden is currently the Deputy Director for the Office of Permitting, Remediation and Registration of the Texas Commission on Environmental Quality. The Office is comprised of six divisions including Air Permits; Water Quality Permits, Waste Permits, Remediation, Registration, Review and Reporting, and Water Supply. Dan has been employed with the Texas Commission on Environmental Quality, or its predecessor agencies since 1980. Prior to his employment with the Texas environmental agency, Dan worked for the U.S. EPA Region VI office in Dallas and the Texas House of Representatives. Dan served as the Executive Assistant to Texas Natural Resource Conservation Commissioner Ralph Marquez for almost 10 years. In that capacity, he advised the Commissioner on environmental policy and regulatory issues. He also represented the Commissioner in meetings with the regulated community, the legislature and the public. Dan has extensive regulatory experience having served in a variety of management positions, including Director of Municipal Solid Waste and Director of Industrial and Hazardous Waste at the Texas Water Commission and the TNRCC. Dan has also served as President of the Association of State and Territorial Solid Waste Management Officials and has testified before the U.S. Congress concerning waste management and remediation issues. A native of Dallas, Dan attended the University of Texas at Austin and received B.A. and M.S. degrees in Environmental Management and Planning.

    Carol R. Eighmey is Executive Director of the Missouri Petroleum Storage Tank Insurance Fund and has been doing “tanks work” in for 13 years. Her background includes previous work for the state environmental regulatory agency and private sector experience in banking, insurance and association work. Carol has a B.S. in Applied Physics and a Master’s Degree in Engineering Management. She lives in Jefferson City with her husband and son.

    Ben Fields is a Senior Assistant Regional Counsel with the USEPA's Region III office in Philadelphia. Mr. Fields has been with Region III since 1987, engaged primarily in enforcement litigation under various EPA programs. He has been involved in underground storage tank enforcement for more than 10 years, and is currently the lead UST enforcement contact for Region III's Office of Regional Counsel. Mr. Fields received his B.A. from Swarthmore College and his law degree from Northwestern University.
