A common perception is that many tank site cleanups around the country are not happening, or not happening as quickly as they should, because of lack of funds to do the cleanup. The speakers in this session believe that a lack of money is not a valid reason for delayed cleanups.
Chuck Schwer will provide a brief look at the status of state funds around the nation. He will highlight states that have taken extra steps to ensure that funds are there when they are needed. Pat Rounds will explain how in Iowa his company evaluates whether or not there are adequate resources to address petroleum releases from the insured population. He will focus on real life numbers that can be used to determine if resources are adequate for the risks presented, and will share formulas that can be utilized to determine if the premiums are reasonable to cover the risks. Lastly, Dan Massy of Missouri’s Attorney General’s Office will explain how they initiated a plan to make sure every UST owner in the state has financial responsibility (FR), and maintains FR as long as the USTs are in use. He will explain how the project was initiated, the series of steps and communications used to compel compliance, difficulties encountered along the way and the results of the project. General discussion with the audience and panelists will follow the presentations.
