    Stacey Gardner

    Since 1996, Stacey Gardner has been with the South Carolina Department of Health and Environmental Control (SCDHEC), where she has worked in Air, CERCLA, and UST programs. Prior to her service at SCDHEC, she worked for a private environmental consulting firm and for the environmental management program at the Office of the Adjutant General of South Carolina. She currently serves as the Manager of the Regulatory Assistance Section of SCDHEC’s UST Program, where she is responsible for the permitting, financial responsibility, release reporting, petroleum Brownfields, and UST facility database management programs. She has a B.S. in Biology and a Master of Public Health, both of which she earned at the University of South Carolina.

    Wayne Geyer, P.E., Steel Tank Institute, Executive Vice President

    Wayne Geyer is the Executive Vice President of the Steel Tank Institute. Employed with STI since 1985, he has participated in numerous EPA Conferences for both USTs and ASTs. Wayne is a Professional Engineer, and serves on the NFPA 30 Committee.

    James L. Glass, Oregon, Department of Environmental Quality

    Jim Glass is an Environmental Specialist with the Oregon Department of Environmental Quality (OR-DEQ). During his >25 years with DEQ, he has worked primarily in the Air Quality and Land Quality Programs as an inspector, cleanup site project manager, and contracting officer. Jim has worked in the Underground Storage Tanks Program since March 1993. He is an active member of the OR-DEQ Brownfields work group since December 1999, and has been a principal Oregon contact for the Region 10 USTfields Pilot. (Oregon’s USTfields Pilot was one of the first ten chosen nationwide). Jim is currently the OR-DEQ (UST Petroleum Related) Brownfields Project Manager for State and Federal funded projects throughout Western Oregon.

    David M. Goodrich, PG, President, EcoVac Services, Inc.

    Ecovac Services President and co-founder, David M. Goodrich, P.G., invented the mobile high-vacuum multi-phase extraction remediation technique with full vapor control, known as EFR, in 1988 while cleaning up sites in California and Nevada for Texaco and ARCO Petroleum. After joining Amoco Oil Company as Southeast Region Manager of Ecova Corporation the EFR technology spread through the Midwest and Eastern states. When Amoco sold Ecova Corporation in 1995, Mr. Goodrich formed EcoVac Services, Inc. in order to focus on providing Mobile High-Vacuum Extraction services only. In 1997 EcoVac began research and patent efforts on a new phase of EFR that utilizes Surfactants, Cosolvents and In-Situ Chemical Oxidation to reduce cleanup time and cost for their clients. EcoVac was awarded a U. S. Patent (6,158,924, Effective April, 1998) on these combined technologies and has achieved positive results with their use. Mr. Goodrich has also held positions with Exxon Corporation in Houston, TX, EMCON and EA Engineering in California. He has a bachelor’s degree in Geology from the University of California at Santa Barbara, and is a licensed Professional Geologist in California, Arizona, Oregon, Idaho, Florida, Alabama, North and South Carolina, Tennessee and Virginia.

      Ms. Leslie Graves, Chief of the Underground Storage Tank Enforcement Unit and Office of Tank Tester Licensing, California State Water Resources Control Board

    Leslie is a Professional Geologist and a Certified Hydrogeologist. She has worked and settled many enforcement investigations and has assisted environmental prosecutors (US and State Attorney General's Offices, local district attorney's offices, etc) and local, state and federal agencies. Prior to being employed at the state, Leslie worked at various private consulting firms throughout Southern California.

    Cindy Greene

    Attended Vanderbilt University and graduated with a Bachelor of Engineering degree in chemical engineering. Worked for 5 years as a process/project engineer in the organo-phosphate manufacturing industry with Stauffer Chemical. Became a state regulator with the Division of UST in the state of Tennessee in 1991. Worked in the Nashville Field Office for 13 years and is currently the acting Corrective Action Program Manager for the Division. Have a professional engineering license in Tennessee.

    Marilyn S. Hajicek, P.G., Remediation Section Manager, Division of Oil and Public Safety, Colorado Department of Labor and Employment

    Marilyn has 9 years of experience as an environmental governmental regulator, the last 7 years as the Remediation Section Manager at the Colorado Division of Oil and Public Safety. Prior to working at the OPS, Marilyn worked for over six years as a consulting hydrogeologist on both water resource and environmental projects. Previously, she spent seven years in oil and gas exploration.

    Rocky Hannah, Tennessee DEC - Division of UST

    Rocky Hannah received a Bachelor if Science in Geology from Tennessee Technological University in 1977. From 1977 until 1988, Mr. Hannah worked as a consultant in petroleum exploration with emphasis on carbonate oil reservoirs of the Appalachian Basin. In 1988, Mr. Hannah went to work for the Tennessee Division of Underground Storage Tanks serving as geologist and later manager of the Contract Management Section in the Nashville Central Office. In this position Mr. Hannah was responsible for cleanup at abandoned UST sites using the federal LUST funds. In March of 1992 Mr. Hannah transferred to the Cookeville Field Office of DUST. In this position he has since been responsible for inspection and corrective action at petroleum UST sites in the Upper Cumberland Region. Due to the karstic nature of groundwater flow in much of Tennessee, Mr. Hannah has extensive experience in corrective actions at petroleum sites in karst terrain.

    Douglas J. Hansen, P.E.

    Mr. Hansen is an Environmental Engineer and project manager in the Utah Petroleum Storage Tank Fund program. He is a licensed Professional Engineer and holds a Bachelor of Science degree in Chemical and Fuels Engineering from the University of Utah, in Salt Lake City. He has over ten years of environmental experience including emergency response, site assessment, risk assessment, and remedial actions associated with leaking underground storage tanks.

    Dr. Harwell received his B.A. from Texas A&M University (1974); his M.S. from Texas A&M (1979) his and his Ph.D. at the University of Texas at Austin (1983). His researches fundamental and applied aspects of surfactant science.

    Joseph E. Haas II, M.Sc., P.HG., P.EG., New York State Department of Environmental Conservation, Division of Environmental Remediation, Bureau of Spill Prevention & Response,

    Joe has been working as an Engineering Geologist within various Divisions of the New York State Department of Environmental Conservation (NYSDEC) since1989. He holds a Bachelor of Science degree in Geology and a Masters of Science Degree in the Geological Sciences (Hydrology). He is a licensed Hydrogeologist & Engineering Geologist in the State of Washington and a licensed Geologist in the State of New Hampshire. For the NYSDEC, Joe supervises a remediation section and directly manages remedial actions at over 20 New York State funded cleanup sites with annual costs exceeding $4 million. Joe also provides technical assistance and training to groups both inside and outside of the New York State including the Long Island Groundwater Research Institute and the Interstate Technology Regulatory Council. He is also actively involved in cooperative research with representatives of the United States Geological Survey and the United States Environmental Protection Agency. His published work is primarily focused upon the analysis of the environmental fate and transport of the gasoline additive Methyl tertiary butyl ether (MTBE) and other fuel oxygenates. Some of his work has been credited as having influenced the national debate on the use of MTBE in gasoline. His contributions to the field have been acknowledged, in 2002 by the US EPA, ORD in the form of an award for Exceptional Support to ORD and in 2004 by the National Ground Water Association in the form of the Most Outstanding Ground Water Remediation Project Award.

    Doug Hatch, Senior Examination Administrator, International Code Council

    Doug Hatch has worked for the last 20 years in examination development for local, state and national licensure and certification programs. Since 1991, he has worked in the Certification department of the International Conference of Building Officials which is now International Code Council. Prior to this, he worked for a private testing company providing exam services for licensing agencies in many states. He has extensive experience as a licensed electrical contractor and electrician and prior service as a secondary public school teacher. He has a bachelor degree in Spanish from Brigham Young University and completed graduate level courses in Testing and Measurements at California State University, Long Beach. For the last twelve years he has overseen the development the National Certification Program for Underground and Aboveground Storage Tank professions working with several state environmental agencies and committees.

    Greg Hattan PG, Environmental Geologist, Underground Storage Tank Program, Kansas Department of Health and Environment

    Greg Hattan has been an Environmental Geologist with the Kansas Department of Health and Environment since 1994. Currently, he is Chief of the UST Remediation Unit, which is in charge of providing technical expertise and oversight at over 200 active remediation projects. Greg has been actively involved with remediation for over 10 years, with a focus on in situ source remediation. They are currently working on a program for expedited site remediation with an empahsis on MtBE on sites throughout the state. He holds a BS in Biology from the University of Kansas, a BS in Geology and has completed course work for an MS in Geology at Wichita State University. He is a Licensed Geologist with the State of Kansas.

    Kevin Henderson, Compliance & Enforcement Manager, Mississippi Department of Environmental Quality

    Kevin has been with Mississippi DEQ since 1988 and joined the UST program in 1991. He has been the Compliance and Enforcement Manager for the UST Branch since 1994. He is a professional geologist and has a Bachelor’s degree in Geology and a Master’s in Geological Engineering. Kevin is a recognized regulatory authority on UST cathodic protection and thermoplastic piping systems and has given numerous presentations and authored various papers on these subjects. He is a member of the UL 971 Standards Technical Panel that is currently revising the standard that applies to UST nonmetallic piping systems.

    Patrick Higgins, Environmental Specialist, FDEP – State of FL

    Patrick Higgins is a graduate of California State University, Bakersfield (BS) and the University of Alaska, Juneau (MPA). Mr. Higgins has worked as an environmental professional for the past 15 years, with prior experience in the biotechnology industry, consulting with both domestic and international clientele. His current position is that of Contracts Subsection Supervisor with the Florida Department of Environmental Protection, Tallahassee, Florida. The Contracts Subsection contracts with various local implementing agencies and private sector firms to conduct yearly petroleum storage tank compliance and verification inspections at 22,000 registered facilities through the state of Florida.
    Mr. Higgins is the project manager for the Florida DEP initiative to computerize field data input for the Compliance Verification Program. The Florida Inspection Reporting for Storage Tanks (FIRST) is a completely integrated system which controls workflow, electronically accessed reference materials, database maintenance, document production, electronic document storage, intra-departmental communications and management reporting. At its completion the FIRST program will eliminate 2200 hours of data input per month and provide real time management reports to USEPA, Florida DEP, Local Program Supervisors and the public at large.

    Gregory Johnson

    Gregory Johnson is an Environmental Protection Specialist with the Colorado Department of Labor and Employment, Division of Oil and Public Safety (OPS). He is an active member in national groups studying the vapor intrusion pathway, and has 13 years of consulting and regulatory experience in the characterization and remediation of soil, groundwater, and soil vapor contamination. He received his B.S. in Geology from the University of Wyoming, and is a registered Professional Geologist.

    Stephen Kent, Compliance Section Supervisor, Underground Storage Tank Branch, State of Kentucky

    Stephen is a 1988 graduate of Kentucky State University. He attended the University Of Kentucky College Of Law in the fall of 1989 before coming to his senses and pursing a career in the environmental field.
    He has worked for the State of Kentucky in the Underground Storage Tank Program for 12 years, and has been supervisor of the Compliance Section since 2000. Stephen represents Kentucky on the Region 4 Compliance Workgroup.

    Rhonda Key, Environmental Compliance Specialist 3, Tennessee Department of Environmental Conservation, Division of UST

    Rhonda has over six years of environmental experience, four years with the South Carolina UST compliance section, one year with the South Carolina Solid Waste Enforcement section and over a year with the Tennessee UST Enforcement section. During the four years she worked with the South Carolina UST program, she conducted inspections, handled compliance follow-up and worked with financial responsibility. She graduated from the University of South Carolina with a B.S degree in Biology.

    John Kneece, Manager, Compliance Section, South Carolina UST Program.

    John Kneece has been with the UST Program since 1992 as an inspector, compliance coordinator, trainer, and manager. He trains, equips, and directs 12 compliance inspectors who conduct 4,000 plus compliance inspections annually with the assistance of 4 office staff members who support compliance activities, outreach, and education as well as conduct follow up to compliance inspections. Innovations in the SC program include: a PDA application that facilitates inspections and data updates; central office follow up to inspections; customized compliance plans; operations training; on-the-spot NOVs; and on-the-spot SOC determination. John is a member of the National Work Group on Leak Detection Evaluations as team leader for pipeline and non-volumetric tank testing. He has a BS in Biology from Clemson University and a MS in Education from Troy State University.

    Steven Krichbaum, Environmental Supervisor, Ohio State Fire Marshal, Bureau of Underground Storage Tank Regulations

    Steven Krichbaum graduated from Kent State University in 1991 with a Bachelor of Science in Education. In 1992, Mr. Krichbaum served as a chemist with the Ohio Arson Crime Lab within the Division of the State Fire Marshal. In 1993, Mr. Krichbaum served as an environmental specialist with the Ohio Bureau of Underground Storage Tank Regulations (BUSTR), and currently Mr. Krichbaum holds a position as a release prevention supervisor with BUSTR. Mr. Krichbaum has been a leading participant in the promulgation of underground storage tank regulations in Ohio.

    Jeffrey Kuhn has over 18 years experience in environmental cleanup. He speaks nationally on fuel oxygenates assessment and remediation issues, chairs the ASTSWMO MTBE and Fuel Oxygenates Workgroup, and is an advisory board member of the Underground Tank Technology Update (UTTU). He holds a Bachelor of Science degree in Geology from Juniata College, Pennsylvania, and a Master of Science degree in Geology from the University of Montana.

    Matthew Lahvis

    Matthew holds a Bachelor’s Degree in Geology from Bucknell University, a Master’s Degree in Engineering Geology from Drexel University, and a Ph. D. in Civil Engineering from Drexel University. He began his career at the New Jersey District of the U.S. Geological Survey in 1989 where his research focused on quantifying the fate and transport of petroleum compounds in the unsaturated zone at gasoline-spill sites. Matt also served as an adjunct professor in the Civil Engineering Department at Drexel University from 1995-1999. In March 2000, Matt joined Shell Global Solutions (US) in Houston, Texas, as a senior consultant where he provides technical and litigation support on vapor intrusion, fuel oxygenates, and hydrogeology to Shell Oil Company. In addition, Matt serves as an Associated Editor for Ground Water Monitoring and Remediation.

    Robert holds a Bachelor of Science Degree in Environmental Science from Midwestern State University in Wichita Falls, Texas and a Masters Degree in Industrial Management from Northeastern State University in Tahlequah, OK. He began working for the Inter-Tribal Environmental Council in September 2002. Prior to that, he worked in the Environment & Process Technologies Division of Andritz-Ruthner, Inc. located in Arlington, Texas as a Process Engineer. He is currently working in the Underground Storage Tank, Brownfield, Alternative energy and Superfund programs. He currently possesses an Underground Storage Tank Inspector Certification, the NACE International Cathodic Protection Tester License and a 40 Hour Haz-Woper certification.     Steven C. Linder, Regional Program Manager, Underground Storage Tank Program, EPA Region 9

    EPA Region 9 includes the states of Arizona, Nevada, California, Hawaii, along with Pacific Territories, and Federally Recognized Tribes within the Region. Steve has approximately 15 years of experience working on Superfund, RCRA, Brownfields, and undergournd storage tank (UST) cleanup projects. Prior to managing the regional program, Steve was project manager on the joint EPA / State response effort for the MTBE pollution of Santa Monica’s water supply wells. Steve has a degree in mechanical engineering and is a registered professional engineer in California.

    Gary S. Lynn, P.E., manages the Petroleum Remediation Section, New Hampshire’s Department of Environmental Services (DES)

    Gary Lynn has a BS ChE/Chemistry degree from Northwestern University and a MS in Civil Engineering with Environmental specialization from VPI&SU. He has 27 years of experience in process engineering, environmental consulting and with state regulatory agencies. During his tenure at DES, he authored New Hampshire’s Risk Characterization and Management Policy and was the first coordinator of the Brownfields program. Mr. Lynn is currently coordinating an integrated underground storage tank release elimination/research effort involving the University of New Hampshire, a major oil company and the State’s tank inspection, vapor recovery, remedial, and enforcement programs.

    Dorothy Malaier, Chief of the UST Corrective Action Section, Alabama

    I have held this position since 1991. My entire career has been involved with petroleum in one capacity or another. I began my career in oil and gas exploration. I then moved to a field production role, later to the regulation of oil and gas production and saltwater disposal in Utah, and now have worked for 14 years in the Alabama UST Corrective Action program. My role is a dual role, overseeing the Corrective Action program and I am one of the Trust Fund managers. I am a graduate of the University of Alabama where I received both my BS and MS in Geology.

    Randall Mann, Compliance Enforcement Program Manager, Tennessee Department of Environment & Conservation, Division of UST

    Randall has over 13 years of experience working with Tennessee’s program, most of which has been gained through oversight of the Division’s compliance inspection program and the enforcement program. He graduated from the University of Tennessee with a B.S. degree in Geology. He currently serves as a member of the ASTSWMO UST Task Force.

    Dan Massey, Assistant Attorney General, Agriculture and Environment Division, Missouri Attorney General's Office

    Dan Massey has been an Assistant Attorney General in the Agriculture and Environment Division of the Missouri Attorney General's Office since 2003, practicing exclusively in Environmental Law. Mr. Massey specializes in civil litigation, particularly violations of the Missouri Underground and Petroleum Storage Tank Law. Mr. Massey also represents the State of Missouri in other environmental matters in the areas of air, water, and solid waste on a regular basis.

      Kevin McCormack

    Kevin McCormack is currently a Senior Project Manager in the Prevention Branch of the Drinking Water Protection Division at EPA’s Headquarters Office of Ground Water and Drinking Water, Washington, DC. His primary responsibilities include Headquarters/Regional liaison for coordinating implementation of EPA’s Source Water Assessment and Protection, Wellhead Protection, and Class V Underground Injection Control Programs. Past experiences include development and completion of Public Water Supply Contingency Planning Projects in South Dakota, Kansas, and Arizona, and Wellhead Protection Source Identification and Management Projects in New England. Kevin has developed many technical assistance documents for Public Drinking Water Supply Protection Programs as well as public outreach and information publications. He was one of the primary authors of EPA’s 1997 Guidance for States for the development of Source Water Assessment and Protection Programs, and has contributed material to national reference works developed by technical publishers and other federal agencies on ground water protection. He joined EPA in 1979 as a project manager in the Office of Pesticide Programs, and has served in the Office of Toxic Substances, Office of Watershed, Oceans, and Wetlands, and the Office of Wastewater Management. Since September 2001 he has served as Task Manager for the refinement and application of selected computer models developed for drinking water infrastructure protection and counter-terrorism activities. Kevin has served in the Office of Ground Water and Drinking Water since 1988.

    Mallory O. Miller, Hydrogeologist / UST Compliance and Enforcement Officer, Underground Storage Tank Section, Water Management Division, U.S. Environmental Protection Agency, Region 4

    Mr. Miller graduated from Emory University, Atlanta, GA in 1985 with Bachelor of Science degrees in Geology and Political Science and completed graduate work in hydrogeology at Georgia State University. Mr. Miller was previously employed with the Georgia Department of Natural Resources, Environmental Protection Division as a UST corrective action specialist from 1986 to 1992. Mr. Miller has worked in the GA EPD UST Management Program from 1989 to 1992. Mr. Miller has been employed with the US EPA Region 4 since 1992 and with the UST Section since 1996. Mr. Miller has extensive experience in conducting UST compliance inspections and enforcement. In addition, Mr. Miller has experience in Safe Drinking Water Act, Underground Injection Control, RCRA Subtitle C, Hazardous Waste and enforcement of CFC regulations under the Clean Air Act.

    Read received his B.S. degree in Geology from Furman University, and completed additional post-B.S. studies in Geology at the University of Arkansas and Sul Ross State University. He is a S.C. Registered Professional Geologist and is currently providing project management at 149 UST facilities undergoing natural attenuation and active corrective action, and has coordinated site rehabilitation activities at several hundred additional facilities over the last 16 years with the UST Program. He is an active member of the Region IV EPA Corrective Action Work Group and has participated in the development of the UST Program’s policies regarding the implementation of Risk-Based Corrective Action (RBCA), soil leachability modeling, groundwater fate and transport modeling, and the inclusion of gasoline additives such as EDB and MtBE.

    Bachelor of Science Degree in Geology from the University of Texas, Masters Research in Hydrogeology and Contaminant investigation and remediation at Western Michigan University. Registered Professional Geologist with the State of Wisconsin. Mr. Moser has 2 years of petroleum exploration experience and 15 years of contaminant investigation and cleanup experience. He was involved in numerous hydrogeologic research projects prior to coming to the PECFA Bureau, resulting in numerous publications. For the past 8 years he has been with the Wisconsin Petroleum Environmental Cleanup Fund Act (PECFA) program where he has audited over 500 claims and disbursed $ 26.5 million in cleanup funds. The focus of his more recent duties has included the research and development of Usual and Customary Costs, research to identify and develop transitional options for the PECFA program and a continuing study on financial responsibility , is it working?

    Marshall T. Mott-Smith, Administrator, Storage Tank Regulation Section, Bureau of Petroleum Storage Systems, Florida Department of Environmental Protection

    Marshall T. Mott-Smith is the Administrator of the Storage Tank Regulation Section in the Florida Department of Environmental Protection's Division of Waste Management. He began his work with the State Department of Environmental Regulation as a field inspector in the Fort Myers District Office in 1977, and moved to the headquarters office in Tallahassee in 1980. Mr. Mott-Smith has experience in air pollution, solid waste management, hazardous waste, and has been the Administrator of the UST/AST Leak Prevention/Regulatory Program since 1986. He attended the USAF Academy in 1972, but received a Medical Discharge in 1973. He is a 1976 graduate of Florida State University with a degree in Geography and Geology. He has testified before Congressional Committees and Sub-Committees on four occasions about UST and AST issues and has written a number of articles for national and international publications on storage tank management. In addition, he has been an Instructor for the National Institute of Storage Tank Management, a -non-profit educational institute, since 1990.
