      William (Bill) E. Alderson, Field Operations Manager, Division of Petroleum and Chemical Safety Office of the Illinois State Fire Marshal

    1975 - 1985 Worked for Certified Equipment and Manufacturing Co. as an inside sales representative. Certified manufactured both steel aboveground tanks, and underground tanks for petroleum storage. They were a licensed as a STI-P3 manufacturer, and represented various lines of service station equipment throughout Illinois and surrounding states.
    1985 -1990 Worked for Hoener Equipment in Quincy, Illinois as a on- the- road salesperson. Sold all types of liquid petroleum handling equipment throughout the Midwest for one year. In 1986 Hoener Equipment Co. purchased Certified Equipment. I was put back at Certified Equipment, and performed inside sales of tank being manufactured there.
    1990 - to present Started with The Office of the Illinois State Fire Marshal doing technical reviews of all types of underground storage tank permit applications. In 1993, I became the Field Operations Manager for the underground tank division. Currently I supervise 17 Storage Tank Safety Specialist throughout the state. Our division regulates 40,000+ active UST's in Illinois.

    Dr. Michael R. Anderson

    Dr. Michael R. Anderson has been employed by the Oregon Department of Environmental Quality since 1988. He worked in the Underground Storage Tank Program for seven years before moving into the position of technical policy advisor to the Administrator of the Waste Prevention and Management Division. For the past three years Mike has been working with the Lower Willamette Section on the development of cross-program and cross-agency policy and guidance related to the investigation and remediation of contaminated sediment. He has BS and MS degrees in Chemistry from the University of Wisconsin-Madison and a Ph.D. in Environmental Science and Engineering from the Oregon Graduate Institute. Mike is the author of the UST program's soil matrix rules, low-impact site rules, and risk-based cleanup rules and was instrumental in the development of the Division's first risk-based soil cleanup levels as well as the Risk-Based Decision Making guidance document and spreadsheets.

    Jason Anthony, Environmental Specialist II, Ohio State Fire Marshal, Bureau of Underground Storage Tank Regulations

    Mr. Anthony has been employed as an Environmental Specialist II for the Ohio State Fire Marshal, Bureau of Underground Storage Tank Regulations (BUSTR) since 1998. Prior to joining BUSTR Mr. Anthony worked for both an environmental contracting company and an environmental consulting firm. During this time, Mr. Anthony acquired experience in UST system installation/removal and soil and ground water remediation techniques. Mr. Anthony received his Bachelor of Science in Environmental Science/Biology from Ashland University in 1995 and received certifications as a Fire Safety Inspector and UST Inspector in 2004-2005 year.

    Scott Bacon, Sanitary Engineering Technician, State Water Resources Control Board

    Scott Bacon has worked for the California Water Board’s Underground Storage Tank (UST) Program for 5 years. He currently works primarily with UST leak detection equipment and methods, and is a member of the National Work Group on Leak Detection Evaluations (NWGLDE). Scott recently drafted California’s rules for UST operator certification and facility employee training, and has led outreach efforts to implement the new program.

      Jack Bales is the Global Manager for the Petroleum Marketing market for Smith Fibercast, a division of Fiber Glass Systems NOV.

    Jack is a member of the Standards Technical Panel (STP) of Underwriters Laboratories (UL) 971 Standard for nonmetallic piping conveyance of underground fuels. Jack was also a founding member of the Fiberglass Tank and Pipe Institute (FTPI). Jack has spent over 32 years in the fiberglass piping industry in jobs ranging from engineering & technical services to sales & marketing. Jack has a BS in Industrial Management.

    Mark Barolo, Acting Director, Policy & Standards Division, U.S. EPA OUST

    Mark Barolo is the Acting Director of the Policy and Standards Division in EPA's Office of Underground Storage Tanks. Mark's division is primarily responsible for release detection and prevention issues. Mark's primary responsibility now is to effectively implement the various UST provisions in the recently enacted Energy Policy Act of 2005. Mark has worked in the Office of Underground Storage Tanks for more than 12 years, in a variety of capacities.

      Paul Beck, Business Development Manager at Solinst

    Paul Beck and has held that position since July 2003. Prior to that he spent 4 years as Chief Executive of Contaminated Land: Applications in Real Environments (CL:AIRE), a UK public/ private partnership established to promote, assess and report on the performance of technologies to remediate soil and groundwater.
    Paul graduated with a BS degree in Earth Sciences in 1974 and an MS in Hydrogeology in 1985 both from the University of Toronto. He worked as a mineral exploration geologist until 1982 and since then has worked in the field of environmental site assessment and remediation as a regulator, consultant and business manager.

    Dave Belyea, Regional Manager, Tanks Program, Oregon Department of Environmental Quality

    Dave is currently the program manager for the Tanks Program in Western Oregon. He has been with the Oregon Department of Environmental Quality since 1994. Dave began his experience with underground storage tanks in 1989 working for the Alaska Department of Environmental Conservation. He currently is a member of the ASTSWMO LUST Task Force, EPA Significant Operational Compliance workgroup and International Code Council UST/AST Exam Development Committee.

      Randy Bettelyoun

    Randy Bettelyoun - Works as the Underground Storage Tank Program Manager for the Oglala Sioux Tribe and has an A.A. in Business and General Studies from the Oglala Lakota College. Randy received his certification in Underground Storage Tank Removal Operations and Inspections Certified through Intertribal Council of Arizona. Since 1997 he oversaw the removal and cleanup of UST sites within Oglala reservation and has aquired not only classroom but also practical experience with the UST field. He also served in the Marine Corps from 1983 thru 1987.

    Heather Biletnikoff, Environmental Scientist, Louisiana Department of Environmental Quality, Remediation Services Division

    Heather Biletnikoff received a Bachelor of Science from Louisiana Tech University, and a Masters Degree from Louisiana State University. She has been employed with the LDEQ for 3 years as a team leader on remediation sites. Heather was recently tasked with managing the LDEQ reconnaissance teams that evaluated the UST sites in the Greater New Orleans area following Hurricanes Katrina and Rita. In additions, Heather is a Field Sampling Spokesperson for the LDEQ Solid VOC Sampling Workgroup.

    Sandra Bird, Environmental Engineer, EPA Office of Research and Development, Ecosystems Research Division, Athens, GA

    Sandra Bird has an undergraduate degree in Botany from UNC-Chapel Hill and master’s degrees in Chemistry and Civil Engineering from UT-Austin. Her areas of research interest include modeling and assessment of offsite drift from pesticide applications, estimation and projection of impervious cover, and most recently the use of dogs in pollution detection applications. Ms. Bird is accompanied by Sammy, a six yr old Swedish Vallhund, ORD’s first pollution detection dog.

      Myra Blakely, Acting Deputy Director, Office of Brownfields Cleanup and Redevelopment, Office of Solid Waste and Emergency Response

    Myra Blakey joined the Environmental Protection Agency in 1994 to assist in the implementation of the Brownfields Economic Redevelopment Initiative. She is currently the Acting Deputy Director of the Brownfields Office. Myra has served as Team Leader for the Brownfields Grant Program, including management of the assessment, revolving loan fund, cleanup and job training grants. She oversees the selection process for the brownfields grant programs. Myra serves as the liaison with the Departments of Labor and the National Institute of Environmental Health Sciences for the Brownfields Federal Partnership. Her work prior to EPA focused on job training/workforce development at all levels of the government and in the private sector. Myra has an extensive background working on alternative education and employment and training initiatives. She has served as an educational consultant to over 200 public schools and non-profit organizations nationwide in the areas of dropout prevention and recovery. Myra has received several EPA recognition awards, including a Gold and Silver Medal for the Brownfields program, a Bronze Medal for her work on environmental workforce development, and a Brownfields Team award from the National Partnership for Reinventing Government Hammer Award for Innovations in Government.

    Mark Braswell, Tennessee - Department of Environment & Conservation

    I am currently Director of the Tennessee Department of Environment & Conservation's (TDEC) Johnson City Environmental Field Office. I have worked for the Department since 1991 and have worked in the Solid & Hazardous Waste and Petroleum Underground Storage Tank Programs where I served as the local Field Office Manager for nearly three years.
    Prior to working for TDEC, I was a development and exploration geologist with independent oil companies in the Midwest.
    I have an Interdisciplinary degree in Geology from Emory & Henry College located in SW Virginia. I also attended East Tennessee State University and graduate school at the University of Oklahoma all with concentrations in Geology & Geophysics.
    I'm a native of SW Virginia, but now call East Tennessee my home. I have a daughter and two grandsons whom I thoroughly enjoy and am quite proud.

    Sean R. Carter, President/Environmental Engineer, Matrix Environmental Technologies Inc.

    Mr. Carter is an Environmental Engineer specializing in bioremediation and waste treatment processes. He holds an M.S. and B.S. in Agricultural and Biological Engineering from Cornell University. He designed and patented an oxygen injection process for groundwater bioremediation and modular biofiltration system for air treatment. Mr. Carter has conducted research on the anaerobic biotransformation of halogenated organics, aerobic biodegradation of complex waste streams and tertiary wastewater treatment.

    Randy Chapman, Petroleum Remediation Program Leader, Northern Virginia Regional Office, Virginia Department of Environmental Quality (VADEQ)

    Mr. Chapman is a graduate of Clemson University. He began his career in the world of petroleum investigations and cleanups in 1990 at the South Carolina Department of Health and Environmental Control (SCDHEC). In 1993, he was hired by the Remediation Program in the Northern Virginia Regional Office of the Virginia DEQ.
    In the 1990’s, the Virginia DEQ adopted a risk based approach for petroleum investigations and corrective actions. Since 1990, the Northern Virginia Regional Office has had approximately 5500 confirmed petroleum release cases reported and at any one time, regional case managers may handle over a hundred investigations, corrective actions, as well as the associated reimbursement. Currently, Mr. Chapman is the case manager for over 130 open release investigations and cleanups.

      Edward H. Chu, Acting Director, Land Revitalization Office, U.S. Environmental Protection Agency’s (EPA) Office of Solid Waste and Emergency Response

    The Land Revitalization Office was created in September 2004 with the long-term goal to return all contaminated and potentially contaminated properties to beneficial and environmentally responsible uses for America’s communities. Ed is currently leading the development of a long-term strategic work plan on land revitalization.
    Prior to joining the Land Revitalization Office, Ed led the Regulatory, Economics, and Analysis Group at the U.S. EPA’s Office of Children’s Health Protection. Ed’s primary responsibility was to help people (both inside and outside the government) find and use regulatory, economic, and statistical information to better understand and protect children’s health from environmental contaminants. Prior to his work on children’s health issues, Ed worked in EPA’s Indoor Environments Division where he worked on privatizing the Radon Proficiency Program. Prior to joining EPA, he was a consultant specializing in environmental and energy issues. Ed received degrees from the University of Michigan and Michigan State University.
    Ed grew up in Honolulu, Hawaii and now lives in the Washington D.C. area. Living with their two daughters (2 and 5 years old), Ed and Karen spend much of their time on family activities.

    Mr. Kent Coleman, South Carolina Department of Health and Environmental Control

    Mr. Coleman holds a bachelor’s degree in geology and business from the University of South Carolina and a Master of Earth Resource Management. He is a Registered Professional Geologist in South Carolina. His career includes work in mineral exploration, academia. He has been with the South Carolina Department of Health and Environmental Control (SCDHEC) since 1992. His career with SCDHEC has included work in the RCRA, CERCLA, and UST programs. Mr. Coleman is married and has three daughters. He enjoys motorcycling, fishing, and time with his family.

    Terry D. Cooper, A third generation owner/operator of P.E.S., Inc., a petroleum equipment distributorship

    Terry D. Cooper has worked the family business for most of his life, working summers through high school and college. After earning his undergraduate degree in 1988 from the University of Iowa, he joined the company full time as a Branch Manager of the Quad Cities, Iowa office. In 1993, he was promoted to Vice President of Corporate Operations and, then to President in 1998 and holds that position today.
    Mr. Cooper has over 17 years of experience with sales, service, installation and design of petroleum equipment systems, both aboveground and below ground. He is a licensed installer in the State of Iowa, Illinois and Wisconsin, and has been involved in petroleum equipment installations from coast to coast in the continental United States, along with projects in Korea, Jamaica, Hong Kong and the United Emirates.
    Mr. Cooper has served on both the board of directors and several technical committees for the Petroleum Equipment Institute. The PEI is a non-profit corporation trade association based in Tulsa, Oklahoma, whose members manufacture, distribute and service petroleum marketing and liquid handling equipment. He is currently serving on the both of director for the Steel Tank Association and the technical committee for the Steel Tank Institute both of Lake Zurich, Illinois and is, also, serving his second term as President of the Iowa Petroleum Equipment Contractors Association (IPECA). Mr. Cooper and his wife, Terri Lyn, reside in Marion, Iowa with their 3 children; Catheryn age 11, Cole age 7 and Carli age 2. He enjoys flying, boating and spending time with his family.

    Robin V. Davis, Environmental Scientist, Project Manager, Utah Department of Environmental Quality, Leaking Underground Storage Tank Program

    Robin holds a Bachelor of Science in Geology, and has been a Project Manager in Utah’s Leaking Underground Storage Tank Program since 1990. Robin has helped write state guidance on cleanup levels for petroleum-contaminated soil, and guidance for risk-based corrective action and monitored natural attenuation. Robin has published technical papers on the subjects of fate, transport and natural attenuation of petroleum hydrocarbons. Her most recent work includes studying petroleum hydrocarbon vapor attenuation in subsurface soils, and participating in EPA’s national work group on vapor intrusion of petroleum hydrocarbons to indoor air.

      Christopher S. Doll, P.G., South Carolina Department of Health and Environmental Control

    Chris Doll is a Program Manager in the Bureau of Land and Waste Management Underground Storage Tank Program of the South Carolina Department of Health and Environmental Control. He manages the Northeastern SC Corrective Action Section, which is responsible for oversight of environmental cleanups at UST sites in the northeastern half of South Carolina. Mr. Doll was responsible for drafting the procurement procedures and bidding documents that are the basis for competitive bidding of pay for performance cleanups by tank owners who qualify for the state cleanup fund. Mr. Doll has been with DHEC since February 1988 and has been a practicing geologist for 22 years.

      Thomas P. Dunne

    Thomas P. Dunne is the Deputy Assistant Administrator of the Office of Solid Waste and Emergency Response at the U.S. Environmental Protection Agency (USEPA). Prior to his current position, Mr. Dunne held several senior level positions at the agency managing environmental programs at the national policy and regional operations levels. Mr. Dunne has served as the Regional Administrator for USEPA’s Region X Office in the Northwest, and Associate Administrator for USEPA’s Office of Regional Operations and State/Local Relations.
    Earlier in his career, he served for five years as the Administrator of the Federal Disaster Assistance Administration, advising the President on all Federal disaster relief and recovery operations in the United States. In addition, Mr. Dunne has held a number of other high-level senior management positions in the Department of Commerce, including Deputy Assistant Secretary of Commerce in the Economic Development Administration.
    With over 30 years of experience in government and private sector management, he has served in a variety of high level positions, including Vice President in the Environmental Services Division of DynCorp, where he provided professional services to Federal Government agencies. He was also Chairman and Chief Executive Officer of Recycling Sciences International, Inc.

    Carol R. Eighmey, Executive Director, MO Petroleum Storage Tank Insurance Fund

    Carol R. Eighmey has been doing “tanks work” in Missouri for eleven years. She has personally signed payments totaling more than $125 million for cleanup of 1800 properties in Missouri, and is well-acquainted with UST regulations and the history of the UST program. Her background includes previous work for the state environmental regulatory agency and private sector experience in banking, insurance, and association work.
    Carol has a B.S. in Applied Physics and a Master’s Degree in Engineering Management. She lives in Missouri’s capitol, Jefferson City, with her husband and son.

      John Elkins, Environmental Scientist, UST Leak Prevention Unit, SWRCB

    John Elkins is an Environmental Scientist for the California Water Resource Control Board's Underground Storage Tank (UST) Program. He has over 4 1/2 years experience in regulating all aspects of USTs including: plan check, installation, upgrade/repair, annual inspection, removal, and investigation/enforcement. Mr. Elkins also has experience in regulating other types programs at the local level such as: Hazardous Materials, Hazardous Wastes, Above Ground Storage Tanks (ASTs), and Tierred Permitting. Mr. Elkins previously was a member of Sacramento County Environmental Management Department's Incident Response Team. Mr. Elkins holds a Bachelor's Degree from California State University, Sacramento.

      Toni Evans

    Toni graduated from Louisiana State University with a B.S. from the College of Chemistry and Physics. She worked for 14 years as a Medical Technologist in hospital labs and has been with the LA Department of Environmental Quality for over 16 years. Her experience with DEQ includes HW permits and inspections, and enforcement for HW, SW, and UST programs. She is now a senior scientist with the Enforcement Division.

    Tripp Fischer, Environmental Engineer, DNREC – State of DE

    Tripp Fischer is an Environmental Engineer with the State of Delaware’s Tank Management Branch. He is an officer for ASTM’s E50.04 subcommittee on Environmental Corrective Action and is actively participating in various ASTM task groups. His interests include; geographic information systems, fate and transport modeling and risk analyses. He has earned a Bachelor of Science degree in Geology from West Chester University of Pennsylvania and a Master of Engineering from the Pennsylvania State University and is a Registered Professional Geologist in the State of Delaware.

    John Fitzgerald, P.E., Massachusetts Department of Environmental Protection

    John Fitzgerald received a B.S. and M.S. in civil engineering from the University of Massachusetts at Lowell, and is a Registbered Professional Engineer in Massachusetts. He has been employed by the Massachusetts Department of Environmental Protection (MassDEP) since 1980, where he oversees the assessment and cleanup of sites contaminated by oil and hazardous materials. He is currently the Director of Response and Remediation for the agency’s Bureau of Waste Site Cleanup.
