    At the request of NEIWPCC's Executive Committee and Monitoring Workgroup, NEIWPCC prepared a response to EPA's draft Elements of a State Water Monitoring and Assessment Program, released in August 2002. NEIWPCC's comment letter commended the concept of establishing goals and elements of what a state's comprehensive monitoring strategy should consist of, but requested that EPA give consideration to an approach that supports comprehensive monitoring without limiting the amount and method in which Clean Water Act Section 106 funds are used. NEIWPCC and others were successful in their request, as the final document released in March 2003 eliminated the 106 link to what has come to be known as the "10 Elements."
